I live near Hess village at George and Pearl and have noticed it has been a bit quieter this summer. Not as much noise at 3:00 am after the bars close.
What I have also noticed is groups of people drinking as they walk towards Hess village. There must be a lot of empty cans and bottle outside the Scottish Rite fence.
